The mktime() EOVERFLOW error is a "may" fail, but it should be
 "shall" fail. (I.e. it should be "if occurs" not "if detected").
Desired ActionOn line 42798 remove the word "may" from

     "shall return the value (time_t)-1 [CX]and may set errno to
     indicate the error[/CX]."

 On line 42800 change

     "The mktime() function may fail if"

 to

     "The mktime() function shall fail if"
