Please, no, "x or not" is always a useless sentence, for any value of "x".
It says precisely nothing. If some change is needed here (if) then
it needs to be different than suggested. Perhaps rather than "then
proceed" it could be "be attempted" - though personally I don't see those
two as meaning anything different. "proceeed" does not mean "succeed".

I agree that "x or not" is pointless.

On the other hand, "proceed" absolutely means "succeed" in this context. "proceed" means, in English, "to move forward" (or some such), it definitely does not mean "attempt to move forward". In this context, if you moved forward, that means, the reduction succeeded.
