Summary0000494: PPID shell variable should not be dependent on UP option
DescriptionThe description of the PPID shell variable includes this statement:

    "This volume of POSIX.1-2008 specifies the effects of the variable
    only for systems supporting the User Portability Utilities option."

There is no reason for this dependency, particularly now that the UP
option relates only to interactive features of utilities.
Desired ActionDelete:

    This volume of POSIX.1-2008 specifies the effects of the variable
    only for systems supporting the User Portability Utilities option.

The UP option is actually mandatory in issue 7, so everyone must have implemented this anyway.
