0000176: Problem with category selection for Online Pubs project |

Description |
When reporting an issue in the Online Pubs project, the Category
selection box has no entries other than "<select>".
Also, clicking on Category in the View Issues filter produces
a selection box with only "Front Matter" and "Base Definitions".
